The problem is that this bills does nothing to curtail poor breeding. It just requires breeders to comply with USDA regulations. It won't stop one single puppy mill from breeding 100 dogs. It won't require them to healthy or anything else. It just requires that they comply to USDA (commercial breeders license regulation) codes.

If they would just strictly enforce the laws already in existence there would be less problems.
If they really wanted to help end puppy mills they would make it illegal to sell companion animals in pet stores or by brokers.
How many people are going to buy a pup at a mill when they have to visit there to get the pup?
