My yorkie seems to bark ALL the time as well, he is 4 months now and he seems to bark for attention or when he is playing or when he wants something , I am trying to teach him that when i say "NO " in a firm mannor that he stops .. he is doing better and seems to stop when i say "No" ... hope this helps, keep me updated
