Yes a one year old from a good breeder absolutely exist, and thank god you are getting one from Deb Sillars. IMO bad breeders don't have one year old puppies for sale. They get rid of (sell) them ASAP so they don't have to put in more money, or keep them until they can't breed anymore (about 6 years). So if a breeder has a healthy 1 year old, your odds are pretty good for a healthy one. The reason why they keep them is bc they are/were show prospects that didn't make their cut for one reason or another, but us laypeople cannot see the "fault" that the breeder thought that particular dog may not be a good shower.
