Many rescues won't adopt out to locations where they can't do a home visit. And some will only adopt to their rescue's zip code or very close surrounding areas. Some only adopt out to their residing state. I've seen some pretty strict guidelines (we've adopted two Yorkies from rescue groups) when it comes to rescues. They just want to ensure the dog's well-being. Most places won't ship rescue dogs because they've usually been through a lot of trauma in their life and shipping an already scared dog wouldn't be in its best interest.
