Default Socialization Issues

Hey guys!

Our Max is very sweet and loving toward us, but is still so timid around other people. He will agree to sniff their hands and occasionally allow some petting, but nothing beyond that. Will freak out if someone tries to hold him. We introduced him as soon as we could to our family members. About three weeks after we got him, we moved back home and have let him meet our family over and over again to try to get him comfortable. We have now been back almost two months, and he is still so timid with them. If our family offers him a treat, he will take it and run away with it. We would like for family to be able to dog-sit on occasion, but I don't see how this is possible if Max won't let anyone but us but a leash on him or walk him.
