Do you have soft or hard water at your house? Uni was very itchy for years and we could never find the cause. Sometimes it got pretty bad that she'd give herself scabs from scratching herself raw. The vet didn't think doing tests for allergies was a good idea bc the trials are expensive and long, and many times you find out it's environmental allergies to things you can't avoid, like grass or dust.

We moved about two years ago. The new house has a water softener. Uni is about 99% itch free now. I hardly ever catch her itching now, and when she does, it's no where near as bad as before. Hard water really bothers my skin too, but I'm sure that was it for Uni. Most homes don't have soft water unless you have a softener, and if you do, make sure you keep the salt level up high enough.
