I agree that he's nervous. Uni did the same thing at her first dog meet up. She was practically foaming at the mouth! I would show Brownie that he is still #1 by greeting him first, feeding first, putting on harness first, etc. This will reaffirm his position in the pack. The puppy should be used to sharing and waiting as part of a litter anyway, so you don't have to worry the puppy's feelings get hurt.
