He doesn't want to get his feet wet. Not very uncommon for small dogs. These small dog will either rush in as fast as then can or just go enough that they don't burst. But unforunately it doesn't mean they are finish doing their business before they come back into the house and therefore chances are high that they will pee or potty in the house. My yorkies are really bad about it. I hate it when it rains, I have to go outside with them and wait forever for them to go. The grass are cut really short around the house which make it easier on them. But I do crate them on raining days because I don't trust them and I don't want to find a surprise when I come home.

My training center solved the problem of dogs that are weather sensitive but putting a canopy outside.
