Teddy had doggy door access to an outdoor area too before he came to us. We also had snow when we first brought him home and he would take forever to go. He was waiting for privacy.
He also didn't pee that often for about the first month.
George is probably doing his business outside without you being able to always tell. It's amazing how they can disguise it.
