Being shy and new to your home, he is probably just doing a really good job hiding when he is peeing. You probably cannot tell outside when he is doing it.

Teddy was that way. He was 8 months old when we brought him home. The trip was 6 hours and I couldn't believe that he had not peed. Then I noticed as we were standing over a puddle of water (rainy day), I could see the puddle fill with yellow. Teddy wasn't even squatting and he was looking up at me nervously.

Teddy was accustomed to privacy, so he was very shy about doing his business with me so close by, let alone on a 4' leash.
