How sad that the breeder is not taking any responsibility for what sounds like must be a genetic condition! I'm not an expert on LP, but I think it is doubtful that grade 2 -3 in both legs in a puppy would be from jumping.
Consult an ortho specialist for the best advice on how to proceed. Lots of people here with LP experience, so I'm sure you will get some good advice and support here.
