Puppies have no manners at all! It's normal puppy behavior but I know it can feel frustrating. It will get better with time and training. I have two Yorkies now and the first one was like this. I read that yelping and freezing when they bite during play makes them stop (it's what their litter mates would do). It didn't really help with my dog. I started to get up and walk away after saying NO! when he would bite too hard during play. I did let him continue to just mouth. I also got a second puppy shortly after that. The second one would stop playing with him and hide if he bit too hard. I think the combination of these two things finally got him to stop. I also give my dogs Nylabones and let them chew on those lol.

I agree that the growling is just playing.
