That is not molt on that bird. It clearly looks like feather picking which can happen. My guess is though that the poor bird has never seen a vet.
As for trials prior.....that is not even logical in abuse/neglect cases. First of all, there has to be a warrant and again, while I don't know Mississippi laws. they usually are not easy to obtain in animal abuse/neglect cases. There IS a court date set immediately and the animals are not the property of the city/state or whoever seized until the judge makes a ruling based on evidence.
