In one municipality I'm very familiar with, failure for the dog to be wearing a collar with rabies tag can result in being charged with failure to vaccinate. The ACO doesn't waste her time waiting for you to pull a rabies certificate from your files.
The house in this case and dogs don't look pretty, but don't we have to be careful about policing housekeeping and grooming?
I'm not too upset about the parrot that could be in molt. I don't know much about birds but am told molting can look pretty bad.
I like people to have an actual trial before their property is taken away from them.
