Dogs have higher normal body temperatures than humans. When my boys rest in one spot for a period of time, they feel almost like a heating pad to me.

Dogs will usually pant if they are too warm. That is how they cool down.

The inner side of the ear flap is often a good way to tell if they are too warm. My boys' ears are often warm to the touch during walks or heavy physical activity in warm weather. That is normal. But if they are resting in the house, not in the sun, the ear flaps are cool to the touch.
