Default Potty Training

We just got a new yorkie. He is 13weeks old. When we got him he had never been outside. We are trying to potty training thing outside. I take him to work with me so this helps During the day I take him outside ever 1hour and 1/2. Same as when we get home. He is on a feeding schedule so he doesn't have free food. And he is kept in a small area with a gate. At night he is in a crate beside my bed. I do get right up and take him out when I hear him whimper. Our problem is if it is raining or cold outside he hates to do his business and for some reason last night my husband was taking him out ever hour twice he took him out and as soon as they came back in he peed. Should we use pee pads in house and if so how do I teach him to use these. This is new we have another dog but when we got her she was 2 and never had accidents in house. Any advice would be greatly appreciated!!
