Welcome to YT! Good luck in your search at the rescues! It's great that you wanna adopt. I don't know about Toronto, but when I first looked in Vancouver there were very very few small dogs available for adoption (let alone a choice of a certain breed) - they always "sell" like hot cakes! I was surprised to learn how some of the States down south have so many Yorkies for adoption. But anyway, I totally agree with you that I'd want to meet the pup first too.
