I can only tell you steps I have taken to protect MY own dogs from neghbors, both their vicious dogs and the thuggy, outlaw kids the POLICEMAN next door to us are raising.
I have a 8 foot wooden fence around my entire yard (up the sides and across the back).
Their huge chow vicious dog was ramming the wooden fence, knocking the planks off, and then MY STUPID little 4-8 lb Yorkies, who think they are bullet proof and invisible, would fight with the dog thru the hole in the fence. I had to install a chain link fence INSIDE my wooden fence. They could STILL get their heads far enough thru the chain link openings, I was afraid the chow could still grab them.....So, I then had to go back and secure 1/2 in. "hog pen fencing" (I dont know what you call this fence but it is a much heavier gauge than chicken wire, and is tiny little squares) all around the inside of the hurricane fencing....I just had to replace the wooden fence down the last side of my house and the neighbor that lives there, that has dogs that would EAT any living human being they encountered on the street, that had broken thru the wooden boards in multiple places, has not agreed to pay one cent of the cost of that fence. I SHOULD have set that fence 6 inches INSIDE of my fence line and then sued him if he attached his small section of fencing onto my property to connect to my new fence, to close the gap left in the fence....but I didnt want his vicious dogs to get out and kill my son as he does anything in our yard or by our driveway.
I think it is horrible some of us have to deal with irresponsible neighbors that dont have sense enough to "take care of their own business"...all you can do is try to run around behind them, covering up the gaps and holes in their negligent behavior, and run interference between irresponsible people and their pets and YOUR pets and family members. And when all that fails and you suffer damage and heart break because of stupid neighbors, you must sue them. Unfortunately, in many States, our beloved little pets are considered nothing more than property and you only can collect minimal damage/replacement costs and seldom are you awarded punitive damages for the savage murder of your pet.

We have a wooden privacy fence, idk if it's like yours but the rain makes it worse, it's darn near falling apart due to water damage. And I live in Central Fl, which is almost on par with Seattle in rain fall. I'm trying to find something to put up beside it to keep my little one from going under or through. My neighbor's have 2 little ones, one is a shih Tzu that doesn't like other dogs. I don't fear them per say, but we do have a pit/boxer mix in the neighborhood and she already got out a few times and one time bit my mother!
No one did anything, not animal control, not the owners, my mother called her lawyer, there's really nothing we could get out of them since they are renters, even the homeowner & homeowners association didn't care. The neighbor's wouldn't even apologize, they don't talk. I honestly think there's something wrong with them.
Anyway,
I got a gun, mace and a hunting knife after that. The dog has since got out again and I never walk my dogs now without my knife as the mace probably wouldn't do any good as its windy a lot where I live.
Sad that we have to go through this, I agree. I don't know what I'd do if anything happened to mine and my heart breaks for the people who have lost their beloved furbabies to these kind of tragedies.
