The lump at the base is called the Knot. It is used to complete a tie with the bitch during breeding.
Even neutered dogs can and will display a knot when excited.
It's normal, if a bit gross. If your little guy gets stuck out, with the knot swollen, you will need to assist him. Use a cool wet rag to help the blood go back to the body.
Otherwise, there's nothing at all to worry about.
