We have one pooch that won't leave the piddle pad alone. We did purchase a holder for them and on most occations it works. If we happen to be gone for more than 4 hours , when we return it's ripped to shreds. However, this is our shih tzu. She probably has more strength than your babies. You could also try masking tape and tape it to the floor.
