The Buddy Belts website lists all of the stores that carry BBs, online and physical locations. If you find a store near you, might be a good idea to call first and ask what sizes they have in stock.

As Airplane wrote above, go by chest measurement. The weights are just loose guidelines. Measure chest girth snug and do not add any room. The Buddy Belts are adjustable, but they are not something a dog can grow into. It has to be the right size to be secure.

At 14 weeks, your pup is definitely going to grow, so be prepared to move up in size on the harness. You can always sell the outgrown harnesses.
