The yellow ribbon is an excellent idea. Ever since Monty got attacked, I am far more selective on who I let him greet up close and personal. If a dog seems unfriendly, I will pick Monty up if the owner doesn't reel him/her in. If we come upon people with their happy wiggly friendly dogs on leashes, I ask out loud if their dog is friendly. It's my way of letting them know that I expect them to be paying attention to their pup and together we can make sure our babies have a good experience.
I am actually quite shocked at how many people - with friendly looking dogs - say that their dog is actually not that friendly, or can be ornery or whatever. And yet have the dog walking freely at the end of the leash up to my dog. Eeps! Monty does an "air" hello.
Some people let their dogs come running up to Monty all by themselves without even checking and I have to pull Monty back because ... well I just don't know the dog!
If I saw a yellow ribbon, I would simply know that this is one that doesn't get a physical meet and greet (in training, service, not friendly ...) and so from a distance can already begin preparing Monty for a "air" hello.
