The loss adjustor was right to decline your claim on the basis of wear and tear which is defined as any gradually occurring failure and roofs fall under this heading because, really, the integrity of a roof should be checked every 10 years or so to ensure there are no issues and, if there are, repaired to prevent damage. Therefore, gradual decline in integrity i.e. wear and tear can't be covered by insurance which is there to cover unforeseeable, sudden events. For example, a huge storm blowing tiles off ... different to wear and tear, couldn't be prevented = covered. (there are caveats to this as well i.e. they may replace individual tiles but not the whole roof)...
So, he/she was also right to cover the damage as a result of ingress of water although, technically, as this was damage by proxy i.e. damage as a result of the roof which failed due to wear and tear, he/she could have declined this, too... Since he/she didn't, get some repair quotes or let them do it and just check your deductible is worth paying out for the repairs and increase to your premium next year.
