Max's first harness was like the one you linked to. A mesh vest.
We were introduced to the Buddy Belt by a couple of Yorkie Talk moms and have used nothing else since. My boys have all of their hair in their armpits and upper chest. We have not experienced any irritation or hair loss. We walk a lot and my boys are far from being perfect heelers.
The only thing that we do have to watch for, and this is true of any harness other than a really thin strap type, is we have to comb out the hair consistently to make sure small tangles do not turn into big tangles. Tangles anywhere on the body, including between the back legs obviously not caused by harnesses, can cause skin pulling and bruising.
Some dogs of course will be more sensitive. For the BB, I would recommend one of the softest editions and the liners. For any other harness, whatever works best for your pup. There shouldn't be any irritation. If there is, there might be a size issue or extreme skin sensitivity.
