Welcome to Yorkie Talk and congratulations on your new baby! Limit her roaming area to a smallish area with the pad. When you can supervise, one room is good. When you cannot supervise, an xpen or very small room with the pad is good. Praise and reward her when she gets it right.
7 weeks is very young, so be patient.
