Why are you stopping her from itching herself...? If she needs to itch, I'd let her do it - it's the only way that 1) she can get relief and 2) you can actually see how bad this really is.

How do you know she doesn't have allergies? Bc her eyes are 'clean'? The eyes may have no effects whatsoever during allergies.

I'd be thinking enviro allergies as they're so incredibly common in yorkies.
