Default Scottie has more baby teeth to be removed that the vet missed

Scottie had 6 baby teeth removed when he was about 7 months old, during his neutering surgery. I didn't know too much about dog teeth, but when I started brushing his teeth, I noticed that the two sides of his mouth weren't symmetrical - one side had one less tooth. When I met up with my breeder at a dog show later on, they confirmed that my vet had incorrectly removed an adult tooth (was very frustrated at my vet to hear this, but I didn't complain to them about it since what was done was done).

Scottie is now 1 year and 10 months old so I wanted to take him to get his teeth cleaned at an anesthesia-free pet dental cleaning clinic. I had taken my past dog to this clinic and felt good about the lady who runs it. Today, she told me that Scottie still has baby teeth that were not removed, which has caused his adult teeth to not grow in line properly.

I'm so upset to think that the vet might have mistakenly taken out the wrong teeth - the missing adult teeth instead of the current baby teeth. Or possibly, these baby teeth weren't grown out yet at 7 months old? Either way, the lady from the anesthesia-free dental clinic recommended that I take Scottie to a veterinarian dentist, one who knows teeth better than a GP vet, due to the risk of damaging the existing premolar adult tooth.

Here I thought I did the right thing by having his baby teeth extracted during his neutering surgery and now, he's missing adult teeth, still has baby teeth, and he has to go under again
