First.. THANK YOU and your family for bringing her home!

Have you tried putting the leash on her inside the home? Let her drag it around and get used to the feeling. Will she walk around outside without the leash? Is she food/toy driven? If so, while on the leash, perhaps you can tempt her to move by offering treats. Sort of like putting a carrot in front of a donkey to keep him moving.
