My boys often favor one spot on the pad. It may appear wasteful, but leaving a pad out until most of it is filled would likely discourage your pup from wanting to use the pad. When Max was a puppy, he thought one use was enough to throw it in the garbage.

Keep up the great work of praising your boy when he gets it right. He is still very young, but he will get it eventually. You could try limiting his roaming freedom to be closer to the pad. Then increase his freedom as he learns to go to the pad on his own.
Totally agree here...something about that smooth bottom of that pee pad tray spooks them...I got a huge silicone base pad and put the pee pad on top of that.
I have a pen ( that they never use) within their extended area in my kitchen and the pee is inthe corner. They love to run in and out even when it's cold so they pee outside too but Mine were edge pee'ers. So my hubby took a piece of cardboard, cut out about 5 inches high and as long as it wrapped around pad except for one corner they had to go on IN to pee. It WORKED! So he got a thin piece of plywood and made an edge to wrap around pad...I said " scallop the top please and make it look pretty?" He did and it solved our edge pee' ears problems! Lol make sure their area is always clean or it's an invitation to go elsewhere. I patch the pee spots with paper towel and it lasts longer😊
And they love the praise after you see them go too!
Good luck!
