Does he have accidents every 2 hrs at home? Hopefully you can gradually train him up to holding it in longer!! Think he can actually hold it (granted he has no health issues) but that he just doesn't wanna right now :P Keep us posted on improvements

Oh, you're so lucky!!! I still remember when baby Scottie peed like a little girl. It was so cute. And he would empty all out instead of saving his pee-reservoir for every pole/tree/shrub/curb he sees...
