I would start with animal control and see what they have to say and if they can give you any feedback on who else to contact.

Your baby is a doll, but the facial colorings are odd. There should be more brown. I am not even sure she is a full yorkie. There should be a lot of brown around the muzzle. https://www.google.com/search?q=york...=1920&bih=1139

You can see in this quick google search, puppies much younger than yours has lots of brown around the mouth and eyebrows.
