Many small breeds (and large too) do this behavior when they are unsure of a situation, or are focused, or cold. Mine does it. It's normal, and I wouldn't worry.

Mine do this also, when "standing guard", patrolling the house, at doors and windows, confusion or uncertainty, etc. I love the "guard dog stance".....!!!!
