I just put a post up about a new study on car seats done by the Center for Pet Safety. I think it needs to go through approval before going up, but should be there soon. Please, please look at it before making a decision. Everyone has to do what they think is best for their Yorkies, but I want to make sure that the information is available.
I too went from having one Yorkie to having two and was not sure what to do. We had loved the Snoozer with a car harness for our previous beloved Yorkie, so get a Snoozer Lookout II in medium size for our two new babies. The seat came with one tether and we purchased a second one. We could not find a car harness that fit our Yorkies, so we attached the tethers to a mesh walking harness---note that Snoozer makes no specific suggestion as to what type of harness is used.
The whole experience was a disaster. One of the tethers broke pretty much right away (while I was adjusting it) and the seat kept leaning over to one side if they both were on said side---and together their weight is under the suggested amount for the seat. The kept getting the tethers caught and were strangling each other at times. Luckily the two times we tried to use it, I was in the back with them and prevented them from being injured.
I have landed on getting two Sleepypod Mobile Pet Beds. Not cheap, but I have the peace of mind that they are in the safest situation I can possibly have them in whilst driving.
