I have ordered some really cute and, dare I say, cheap/cheaper outfits on eBay. I had bought 2 kimonos with big satin bows for 4.99 each, a sailor moon character outfit (Sailor Jupiter specifically, cause my mother insisted that pink and green is better as opposed to Sailor Mercury, which is mostly blue... I wanted that one cause me and my furbaby have the same b-day and thus are both under the planet Mercury >_<)for $18.95
I've seen lots of affordable stuff that are actually pretty decent. PetSmart also have great sales around the holidays, too. Look around and you might find some really good stuff for good deals. Granted you have to expect you get what you pay for, but occasionally you may find some real diamonds in the rough so to speak.
