Yes a pre existing condition how-ever that would only be one exclusion. Much more could go wrong in other organ systems over her lifetime.
I do not know why a Grade one or Two need surgery right now. I would investigate other options or opinions and seriously look at home health care - exercise and supplements designed to support those joints.
