Ditto on the second opinion and i would go to an orthopaedic surgeon for one.
Gofundme seems like an option and also if you go to the stickey on help for vet care I am pretty sure there is an organization that helps out seniors and or disabled folks.
Then I would seriously look at getting pet health insurance that can work well when on a fixed income.
