That sounds like typical puppy behavior. Definitely supervise and encourage him "no bite" and direct toward more constructive play. I still have to tell my boys to "settle down." Being stuck indoors because of weather, they have their moments of wrestlemania.
It will get easier when you can start walking them together too.
Things should come together for your pair as the puppy matures.
