Hi and welcome! Your baby is a doll! I think most people when they ask if they are "toy" are mainly referring to her small size. A toy could be considered many different dog types. I would say yes she is definitely a toy. I have a lot of people ask me if mine are teacups, both of mine are 5lbs, I try to take that time to let people know there are no real teacups and the dangers irresponsible breeders put the pups in by breeding smaller and smaller.
