I had a very similar issue....it got so bad I had to resort to drastic measures, or that young hottie was going to KILL my senior....I bought a shock collar for my female that insisted on "attacking with intent to kill" another senior, toothless female......it took about two days, with 4 attacks on the first day, and 2 attacks on the second day....and it has never happened again. That corrective event was over a year ago.....the younger instigator gives the old toothless lady a very wide birth, to this day!....I bought a wide (1 inch) red collar that the senior wears...it is nothing but a simple red collar....but it LOOKS suspiciously exactly like the shock collar that I had used on the younger female to train her not to attack the old lady....I think that younger female thinks that collar is what delivered a shock to her when she attacked the old woman, and she gives her a wide birth from then on! (But I never leave them alone together, unsupervised....my senior goes into my bedroom when I leave the house.)
