This depends on where you live (weather), type of outdoor area (yard/park), and age of pup (fully vaccinated?).
If you have an adequate outside area, within a temperate weather area, and the pup is fully vaccinated, then outside potty training is the way I would go.
Folks in apartments, or inclement weather areas, or very young pups prefer to use pee pads. Some folks who have pups that need to potty at night also use pee pads rather than get up and accompany them out.
