I rarely get static shock in the winter, whereas Walter gets shocked all the time, especially in the grocery store. I think it's the difference in shoe soles. If you can't find a different shoe that works, then I'd recommend discharging the static buildup by touching a metal object before petting the dog. At least that will protect the dog
