Yorkies are more hypoallergenic than most dogs because they do not have an undercoat and do not shed, although they will leave a little hair like a human.
But, hair picks up dust and debris, various allergens, especially when close to the ground like on a Yorkie.
Is your daughter's Yorkie exposed to more than your Yorkie perhaps? Could be anything like maybe a difference in outdoor environment?
