Animal Smiley 036 Ear Carriage

Hi, I'm new to this forum so any advice would be welcome! I took on a Yorkie puppy from his previous owner a month ago. He was 4 months old when I brought him home on December 8, totally un-house trained, crazy as hell, but really adorable and a great companion for my other Yorkie and Ori cat. Thing is, his ears are still floppy despite me shaving them and taping them periodically. I removed the tapes for a day at a time and his ears remain pricked until they seem to flop again late evening. All my previous Yorkies carried their ears pricked and my current puppy's ears are no different in size or thickness to any others I've had. Are they ever likely to prick permanently? What is your experience? I know it's a matter of preference but I'd like your input all the same.
