Would he allow the 3 year old to carry a 6 pound cooked turkey on fine china walking about the house all by herself? How about a gallon of milk? A pitcher full of red kool aid? I am sure you can think of something he values that he would not allow her to carry around alone to bring home your point.
A mess is easier and faster to clean up than a bone (the child's or the dog's) is to fix. A dog is more unpredictable than any of the inanimate objects I mentioned and could easily easily cause the child to loose balance and fall or drop the dog.
