Default Can this be done?

We adopted an approximately 8 y/o male Yorkie from a shelter a week ago. We were told that his previous owner surrendered him because he kept going to the bathroom in the house. She said she had lots of pee pads and newspapers on the floor around the house, but he just went wherever he chose. In the week since we've had him, I've been trying to teach him to go outside to do his business with no luck.

My question is: Has anyone had any luck housebreaking a dog of this age? If so, any pointers would be greatly appreciated. TIA
