Those look like the two main points to me... plus, yes, you'll have some pee pads in there somewhere.
I just re-read what she originally wrote again and now I see.... she writes she must consider the cats as part of the decision making process, not that the cats get the priority, but that it is a priority to consider the cats.
I think she has the right approach there.
