Cody sits the cart seat because he's a trouble maker. Germs are all over for anyone who leash walk their babies. I would LOVE to stroll through a pet store with Cody's 4 on the floor, to avoid trouble he goes in the cart. IMO the Pom owner was 100% wrong for getting mad.
