Welcome to Yorkie Talk. Max has had a few sebaceous cysts or something very similar. I've used warm compresses on them and organic coconut oil. Articles I've read said not to squeeze them. Max's went away on their own. Only one lasted more than a couple weeks. It definitely looked like a whitehead pimple.
Always best to have the vet look at any persistent bumps that look irritated or that cause discomfort, or that continue to grow in size or change color.
Something on the paw and red, I would likely have the vet take a look to make sure it isn't infected for some other reason.
