In terms of technology, I guess they track IP addresses; didn't think to mention IP address as a factor since I didn't think anyone relied on IP addresses anymore. My IP cycles through about 50 different IPs throughout the U.S.; at times, it doesn't cycle as often especially if I don't power off my PC. Let people think what they want. I won't post anymore. Perhaps you are referring to static vs dynamic, but I never heard of them (IP addresses) being in different states. That would make it pretty impossible for computers to communicate with one another...I think??
