It will take a while for the learning to occur...but keep doing what you're doing and make the "ow" sound like another puppy's shriek, as that's what a hurt/annoyed littermate would sound like. You can also try making a sharp/quick/loud hissing sound. Also say no and either redirect them to something appropriate to chew (toy) or walk away...
